Is This a Full Buyout?

According to this, it looks like a full buyout. It kind of makes me wonder why they only have 4 million in revenue. I would think that at some point, the really large asset managers of the world may either be a potential buyer for this or they'd be somebody who's saying, look, we're going to do this ourselves.
