The Best Algradum for Change Point Detection in Machine Learning?

The paper proposes a framework for doing this. It seems to me we're never going to get a one true change point detection algorithm to rule them all. So it's not that easy to figure out which algradum is the best. Of course, you're going to find that in some application areas, some algradums are going to be better than others.
