It was a battle of two powers, each one of which wanted to rule totally over the population. But neither of them could succeed in totally demolishing the other. So what happens slowly over time is that some breathing space is created for people. They play each power against one or off against each other. You get the Magna Carta, you get the various parliamentary representations not just in England but everywhere.
