I think a lot of times when it comes to these really borderline ethical medical experiments, they have to go through an ethics review board. And using CRISPR as an example, it's pretty uniformly country to country agreed upon that this is an unethical thing to test on humans unless they have an illness that is lethal and they will not survive. So it's kind of weird for just regular, healthy people to volunteer for a brain implant they probably don't need.
