The State Pays the State When You Commit Crimes
The outlawry was a significant thing back then, because you had to have protection from within your community in order to survive. If you were an outsider, you did not go into another community without being voluntarily accepted by that other community. People haven't thought the night and i've pointed out to people that isn't it strange that if i get into a fender bender with someone, me or my insurance company pays them? How did it come to be that you were paying the state when you committed crimes against people?
