What's the Point of a Phased Out Coal Deal?

The commitment to phase out coal that was introduced in earlier negotiations led to some fighting, specifically among india and china. A lot of this is like the argument that, like, if these countries are developing, it's not fair to them to remove this resource when other developed nations had it. In the end, the countries did agree to pase down coal, rather than pase out coal. But just focusing on coal leaves a really big lack of discussion on oil and gas.
