Who Is the Prime Mover in US Domestic Politics?
The Biden administration is reaching out for three reasons that we've discussed. They're not going as supplicants, they're not going cap in hand and they don't want to reify the Chinese view that all friction in US-China relations is the fault of the United States. All they're really going is just visiting and not really backing off on any of the more card edges. That's a really interesting bifurcation. Let me see what everyone else thinks.
