New York State Lottery and Harvard's Peter Tefano Discuss Prize-Linked Savings Plans

The New York State Lottery considered teaming up with Harvard's Peter Tefano on a PLS plan. A prize-linked savings program is underway in Michigan credit unions where a first payout of $100,000 was awarded this year. The US Treasury Department assistant secretary for financial institutions says he has never played the lottery.
