Canon 1245 makes some mention of commutation. A pastor can grant an individual cases a dispensation from the obligation of observing a feast day or day of penance. Or a pastor can grant a commutation of the obligation into other pious works. Unres: There is, I admit, a unified sacrament of orders. But there is a distinction of quality between a bishop and a priest.
