As the Syrian military became more confident and rather more competent over time, the Russian Ministry of Defense decided it could dispense with Wagner. This is where Wagner came into its own for a while, precisely as the force that Köden did launch these ground assaults. But clearly the Kremlin still thought that Wagner could be handy and therefore required Pragogen to keep it in being. And given that a mercenary army is a rather expensive proposition, this is what drove Wagner to increasingly become active in places like Africa.
