McMillan says Cailloule was a realist. He asked General Joffre about France's chances in a war with Germany. Russia wasn't keen on being dragged into another crisis, and especially after the French had given them so little support over Bosnia. By the 4th of July, British Foreign Minister Gray was proposing a four-power discussion. But Kitterland-Vokter and Commbeau agreed that they should keep it to themselves.
