What Is the Difference Between Centralization and Decentralization?
There were a lot of flexibility in the system to allow subnational states to actually have control over the programme. But your question is more about whether can be now magically moved way where you don't have this problem. Because by definition, if you have a centralized program, you need patching and wase to deal with. And similarly, if you actually ireally want a decentralized power and you give it off, in some states doing a fantastic job at that,. In the sense you can actually have a more equal society.
