The west is taking the threat of a Russian invasion more seriously than ever before, says Gotca. But they could have done better by not making public statements that would give away critical leverage to Russia and its allies. The russian state has employed all elements of coercion, or what some metalists have called compellents - but we haven't yet put forth an active deterrence. We also haven't played up narrative issue: with russia any military actions, any cyper operations, they follow with the narrative.
