The Role of Universities in Bioengineering Human Beings

There is no regulation in place at the federal level when it comes to bioengineered embryonic human beings. Who are the major players in this game? Is it universities? Is it pharmaceutical companies? Are they independent labs or some guy with a big basement? We see there's a lab in Israel. There are definitely players here in the United States. There's players in the UK. And they have, usually, academic labs.
