In many countries, that's not true. Even if it attaches to you as a surface owner, it doesn't mean you can sink your own well. So what many states have done is create like essentially a corporation or a condo of landowners. It's called a unit unitization of landowners. And all of you together are going to operate o that oil field as if you were a single owner. That kind of solution is available much more broadly than just for oil.
