Is There a Qualifier in Certain Knowledge?
The foundationalist project at the time is to say, I can analyze them into atomic propositions that I can know with certainty. That's what Russell's definite descriptions do. And he's saying, no, you don't have to be able to analyze those propositions to know them. Certain knowledge is not dependent on being able to enumerate all of the conditions in which a proposition possibly may be true.
