The design choice at the base layer is minimizing MEV. At the L2 layer it's well it kind of depends on whether DeFi and NFT moves to L2s or if so which L2s. One method that I didn't talk about that got talked about quite a bit was this notion of proposer agency where basically like locally a block builder could say I want these set of transactions included in my block builder. You go build the block for me but I need proof that you're going to include these 10 transactions as well. The eigenlayer team have put out a proposal called mem boost plus plus which talks about some of this stuff as well.
