What Are the Dimensions of the Declination of Social Housing?

Justin: Every country has a unique origin story for their social housing programs they were intended to benefit different groups of people. The decline of social housing looked pretty similar you know the exact mechanisms varied but it was pretty similar everywhere it occurred. Justin: I'd like to come back to what made Vienna and Helsinki's programs so resilient but let's first talk about the attributes of the programs where social housing has declined. So Justin in your paper you identify four big shifts that led to this general decline in social housing across so many places could you tell us about what those are? We want to arrive at a more comprehensive understanding we have to look at all these dimensions together, he says.
