The world bank created its pledge to stop routine flaring six years ago. Since then, the amount of flaring in those countries has actually gone up by five%. It really has happened because we've not seen enough investment in the industry. Some say it's through regulation, putting a price on actions that are bad for the planet. I make it more expensive for companies to burn off natural gas than it is to bring it to market.
