Is There a Border Adjusted Carbon Tax?
The beauty of a border adjusted carbon tax is you don't have to negotiate a global carbon price floor. The goals of carbon boid adjustment is to prevent carbon leakage and to level the plain field between domestic and foreign producers. So based on my research, my recommendation would be to not account for any foreign countrys domestic carbon prizing policies or any other types of climate policies.
