The History of Sanctuary
Under Roman law, sanctuary became a temporary state, not a permanent one. The list of offenders who could seek sanctuary inside a temple got smaller. As Rome became more and more Christian, state law often became a rule within the Church. In many cases, folks claiming exile were required to trade in their clothing for sackcloth.
