How the Caps Worked Under the Trump Administration

The Budget Control Act of 2011 set the caps at a certain level, but also included a provision requiring the President and Congress to agree to additional deficit reduction through non discretionary spending changes and tax increases. When they failed to do that, the caps automatically lowered to achieve that level of deficit with reduction. If Congress appropriates above the cap, then there is an automatic across the board cut to the the overage.
