A ballot is either the piece of paper or on your screen that says all the candidates who are running which offices they're running for. So it's not always people, but people are issues. No matter what election you're voting in, it's your friends and neighbors in your own community who are running it. Even in huge national elections, like the presidential election that we're about to have, their elections are done on a local level.
