A judge in Arizona ruled this week that the city of Phoenix must remove over 1,000 homeless people downtown. Property owners and businesses sued the city for its failure to enforce bans on public camping. The business owners claim the encampment prevents them from operating. Locals also claim that the city has essentially made the homeless encampment area off limits to law enforcement,. which presents safety concerns.
