Democracy vs Autocracy

It doesn't make sense to me either, but also the framing of the democracy versus autocracy thing felt like it was written by different people as well in different places. It says we want a free, open, prosperous, secure international order. We do not seek conflict or a new Cold War, rather we're trying to support every country regardless of size or strength. This is a critical difference between our vision which aims to preserve the autonomy and rights of less powerful states and that of our rivals, which does not.
