The good news is humans are good at cooperation. The threat of punishment holds people in line that's motivating them to cooperate. In an environment like with the Hatfield and the Quays, where you don't have a third party that can lay down the law, then instead cooperation ends up happening through this tit for tat kind of environment. And so what we sometimes say is cooperation is supported by punishment. Punishment is supported by exploitation down the line.
