So I think it's telling you that it is entirely possible to wage wars with very, very little explicit process. A really, really good example of that is Normandy landings. The initiating directive is tiny, effectively five sides, or is then a huge amount of staff work done. But in 1949 we only had the two and a half pages, not the 76 pages and the eight page praysy.
