Is Manchin's Permitting Reform Legislation Dead?

Sen. Joe Manchin, D-West Virginia, has introduced a bill to reform the permitting process for new energy projects. The legislation would allow high capacity transmission lines that can move electricity from one part of the country to another where it's needed most. President Donald Trump is expected to sign the bill into law if he wins re-election in November.
