In 18 87, congress decided to establish the guide lines by which congress would decide when electoral slats are submitted. So e was a disaster from the outset. But in this new legislation, all disputes have to be resolved in in the federal courts,. eventually in the federal court by a date certain. This is about as much as perfect an amendment to the act as is politically achievable, in my view.
