The greatest problem solvers in the world, as far as I'm concerned, are entrepreneurs. Don't set something up that is self-perpetuating; there's a very low chance it will accomplish its objective. An organization should be funded, and it should solicit the money that it needs,. Then it should disappear in about 20 years.
