Interstructure is a second area where governments borrow money to fund projects. Some of these need the government involved because it's a failed market, or it's just a market that isn't adequately served by the private market. An example of how government debt has facilitated innovation in the financial space is the national banking act of 18 63 and 18 64 in the united states. That is what allowed water to flow into the desert. And so when we talk about infa structure projects, one of the questions is whether this is an investment at all?
