There are three levels of tech: big tech, which the government kind of hates and open source. Then there's emergent tech, so anthropic, open AI,. They have a different set of parameters because they can work more freely than big tech. And what I've come down to is data sets, data sets,data sets. If you make it cheap enough and quality enough and give it away for free, then you make it everybody's economic best interest to use the higher quality.
