Poverty has fallen over the last decade, thanks in a large part to cameron's welfare reforms. But drug abuse hasn't been getting worse - why do you think that is? It can sometimes be glibly assumed that drug abuse is simply a function of poverty. The reason people get involved in drugs is something quite different.
