The world in which the peky blinders of the t v series is set, on the other hand, certainly did exist. There was a well developed criminal underworld which centered around the race tracks. But the real peaky blinders were never in that world, not at that time. The small time gangs of birmingham had disbanded and been replaced by these more sophisticated, better organized and better managed criminal enterprises.
