Is the FBI Engaging in Universities?

There have been some recent trials of Chinese American researchers who are accused of not disclosing affiliations to China. Is it just kind of planting the seeds that will pay off in 20 or 30 years or is it more like a immediate payoff in whatever the university is working on for example? I think it's both. There's certainly cases in my book and that I came across where they were obviously interested in the immediate research that was going on but there's other cases where they might be cultivating somebody because they see them as a future person of influence in the US government or business.
