The Importance of Rights
At what point does a person become a fully rights-bearing individual? That's a non-trivial question given the importance we place on rights. We can find a child young enough that he's not self-determining, and he doesn't understand the contours of his own life. But you all are in this amorphous category. I think whatever the correct answer is, it will be arbitrary. If we pick 22 out of thin air, well, there's no good reason for it.
