The Governor's Budget and the Senate's Tax Cuts

There's going to be some real negotiation that needs to happen in terms of how much money will we actually have to spend. The question over funding the MTA, what's the mechanism for that? Those are things that really need to be worked out. As I said, we need to have a balanced budget. So we need revenue to back up the proposals we intend to spend money on.
