I think that you can actually address the equity issues in some more creative ways than just free fares for everybody. In new york city, we have a programme called fair fars that offers 50 % discount to people her income qualified. And then we also have a new programme where, if you use the omni system, which is a tap system in the subway, and buses, if you ride 12 times in a week, then after that, your rides are free. i think those kinds of different pricing structures that do take into account what people's income is could address those equity issues in a more creative way.
