Cambridge Analytica and the Russians on Facebook

The British Car front report found that Cambridge Analytica was not doing anything, any other ad agency on Facebook. They were just claiming to get money from people like Donald Trump and Ted Cruz. But here's my question. Couldn't the St. Petersburg internet research agency have used that data? And couldn't they use that data to target those people with oh, you know, Hillary called young black men super predators?"
