The relationship of the substantive rules and the procedure rules in the current 18 87 statute were very garbled. A key provision, which touched on, i think, but it's a very important part, is tha raising the threshold, as itis called, for objection. So instead of a single senator and a single representative triggering this debating process, you now need one fifth of each body signing on to a formal objection. And that's a signal that there's not supposed to be frivolous objections.
