There aren't a whole lot of constant things that you can really count on in blogging. The two for me that that apply to every blog and that are always true is putting out great content, and getting the word out about your blog. As far as techniques go, like whether or not you should create posts before you launch, those things differ for every blog - they come in and out of favor over time.
