The Power of Soft Power

Soft power comes from Joseph Nye's book analysing the nature of power. It means anything which is effectively used to influence people in your direction. For quite a long time, China was fairly isolated and during the Cold War also pretty belligerent. When did China start investing in soft power as part of its strategy? The authorities decided that they would never get fair treatment at the hands of Western media or in Western public opinion unless they themselves took control of their own narrative.
