There's a heavy influence on how countries go about building their cutting edge technology. China was looking to retaliate against a series of actions taken by Donald Trump and his presidency. They found that the vulnerability that U.S. has in terms of access to high technology would be rare earth minerals. The supply chain issue is very much about economic nationalism remaining ahead in the race of international politics.
