I think the idea is basically that she wanted to use the flies to take over mankind and command them what to do. It took some more genetic engineering on the flies to, ike, make it hat or they had to grow together with the people. When it goes in and out of mave's point of view, when she disables her hearings, the contrast between the loud, whirring noise s and the complete silence was a really funny shot.
