If verizon has laid fibre to your apartment, all power to them. But any one else is allowed to sell inter net over that fibre. That one law would be transformative in terms of making internet cheaper. The entire internet works this way. Look at the big like trans oceanic undersea cables that the entire internet runs on. They're mostly owned by big, fathless companies you've never heard of. And everyone runs their internet traffic over those pipes.
