Kissinger's ego plays a massive and often toxic role in how everything shakes out. While all this is going on, Nixon is barreling towards impeachment. He sees that Nixon is fucked. So he doesn't want to do nothing. Even when he's on the right side of things, I think negotiating an end to a war is generally the right thing to do when they're so war-torn.
