Is There a White Dwarf?

This would be only the second planet we've discovered around a white dwarf. It's just interesting that white dwarfs can have planets around them. Where did it come from? Why wasn't it completely destroyed when wen in the red giant phase? 'm so it probably was captured or migrated in or whatever. But if you were a surface dwellingsma of civilization, why would you go there?
