There were three amendments put forward in the National Defense Authorization Act of this year on cluster munitions. Mark Garlasko: One was from Representative Turner from Ohio, a Republican who wanted to make sure that we have a replacement for the weapon. He says his amendment didn't go anywhere and now looks to be dead. Then we had Sarah Jacobs and Ilhan Omar, and theirs was very simply no transfer of cluster munitions period; it was a one pager. And so by giving it to Marjorie Taylor Greene, an individual seen as among the most reprehensible members of U.S. Congress because of her anti-gay policies, they knew it would die.
