A growing elderly population, less able to rely care at home, was shifted into medicated, funded long term care. Home care workers were the most disposable of the health care work force even as their work was to manage theso disposal of others. Longterm care is its low margin, but it's also relatively low costs. It really took off after this 83 reform to occupy the market niche that had been held by community hospitals.
