Pete will likely argue the law is not narrowly tailored. The programme goes too far and does not provide any alternative or flexibility. It sends young men to a remote camp and subjects them to daily physical labor that has nothing to do with education, avoiding criminal behavior and everything to do with defraying costs. P could also argue that the law violates equal protection in targeting mals based on their gender because gender is a quasi suspect class. But there's another group targeted by this law.
